C. About the Ministry of Agriculture and Fisheries 

The Ministry of Agriculture and Fisheries is the principal organization that provides regulatory and technical advice for subsistence and commercial farmers, agri processors and exporters and to effectively manage and use the potential in agriculture and fisheries for food security.  
  
D. ABOUT THE POSITION: 

JOB DESCRIPTION 

Responsible to the: Chief Executive Officer – Ministry of Agriculture & Fisheries  

Primary Objective: 

To provide strategic leadership and oversight for the Ministry’s policy development, strategic 
planning, monitoring and evaluation, performance management, corporate reporting, data 
systems and strategic communications functions, ensuring alignment with national development priorities and enabling evidence-based decision-making for the agriculture and fisheries sector. 

Duties: 

Strategic Policy Advice: 

  1. Develop evidence-based policy analysis and advice on all issues pertaining to the mandated scope of the Ministry of Agriculture & Fisheries. 
  2. Ensure the timely development, implementation, monitoring, evaluation and review of Ministry Strategic Plans in alignment with the Agriculture Sector and National Frameworks.  
  3. Ensure appropriate delivery methods to implement, monitor and evaluate systems of operations for all division within the Ministry; 
  4. Identify policy issues, undertake research and analysis, develop policy options and recommendations and provide policy advice to Government on issues relating to rural communities and food security, the performance of the primary industries the environment and on legislation administered by the Ministry. 
  5. Ensure that the technical, regulatory, policy, legislative and management information within the Ministry is readily available to stakeholders 
  6. Coordinate the development, implementation and monitoring of the policy, regulatory and strategic planning Framework to support the Agriculture Sector Plan. 
  7. Develop action plan and communicating product on matters such as domestic and international primary production trade, conservation, bio-security, projects, world food day, other programmes and management issues.  
  8. Empower farmers through promoting information sharing amongst keys stakeholders. Oversee the accuracy and timely dissemination of relevant information to all Ministries 
    and stakeholders.  
  9. Oversee communication and public awareness initiatives to support understanding of Ministry policies, strategic priorities and sector frameworks. 

Monitoring & Evaluation 

  1. Conduct quarterly M&E to ensure compliance of policies across and successful implementation and sustainable use and management of agriculture resources.
  2. Ensure the compliance and enforcement of policies that guide the Ministry.  
  3. To support agencies put in place appropriate delivery methods to implement, monitor and evaluate systems of operations  
  4. To design and implement an appropriate monitoring and evaluation mechanism for monitoring the progress of planned activities.  

Leadership and Management 

  1. Actively participate as part of the Leadership and Management Team in the decision making and governance processes of the organization.
  2. Assist in the development and implementation of the following Ministry Reports/Plans: 
    • Workforce Plan,  
    • Corporate Plan 
    • Management plan 
    • Annual Reports 
    • Performance Management Plans/Appraisals 
    • Any other relevant Plan/Report 
  3. Lead and role-model the Public Service Values for Divisional team members, organization and wider Public Service.
  4. Provide on the job support, mentoring, coaching as well as training for staff to ensure their continuous development.
  5. Ensure that effective performance management and evaluation processes are undertaken as per the Performance Appraisal System for Divisional staff
  6. Lead and manage the core functions of the Division in order to foster quality assurance and ethical standards of all services and be accountable for the effective and efficient usage of resources.
  7. Ensure that internal systems are in place for effective and efficient planning, implementation, monitoring, evaluating and reporting on team performance.
  8. Identify priority budgetary requirements for the Divisions annual submission of performance measures and budgetary provisions and ensure the Division’s resources are managed in accordance with prevailing policies.
  9. Act as the Administration Head of the Ministry in the absence of the CEO as required.
  10. Assist with the implementation of the Talofa with a Smile Campaign initiatives to promote and enhance good customer service as directed by the Office of the Public Service Commission.  

KEY DELIVERABLES 

  1. Lead the facilitation and coordination of ongoing review and successful implementation of the following policies: 
    ▪ Samoa Agriculture & Fisheries Climate Change Policy (SAFCCP) 2023-2028 
    ▪ Samoa Food Systems Pathway 2030  
  2. Strengthen collaboration internally as well as across relevant Ministries/Agencies and Stakeholders through coordinating policy awareness and consultations /activities through 
    proper Communication channels/ services. 
  3. Ensure data management of information and statistics are updated and readily available for 
    agriculture and fisheries to inform decision makers.  
  4. Finalize review and ensure effective implementation for the following; 
    a. Agriculture/ Fisheries Sustainable plans in line with National development  
    b. Implementation plan of Samoa Food System Pathway 2030
  5. Ensure to engage in the planning, reviewing and finalizing of the following Policy documents 
    so that deadlines of submissions are met: 
    ▪ Food Security cluster reports 
    ▪ Disaster Management Plan  
    ▪ Corporate Plan 
    ▪ Monitoring Reports 
    ▪ MAF Annual Report  
    ▪ Monitoring reports/ Progress Reports
  6. Annual Reviews of the Agriculture/ Fisheries Sector Plan 2022 – 2027 in collaboration with relevant agencies and stakeholders  
  7. Update documentation of the Situation and Outlook for Samoa Agricultures and Fisheries report annually.
  8. Achievement of Key Performance Indicators as per Budget activities per Financial Year
