C. Ministry of Health  

The Ministry of Health, Samoa is the lead Government agency responsible for the governance and guidance of the health, healthcare and health industry of Samoa. The Ministry underwent a significant re-organization in 2019 with the primary aim of reviving the nation’s focus on disease prevention, community engagement and strengthening Primary Health Care.

D. ABOUT THE POSITION:

JOB DESCRIPTION

Responsible to: Chief Nurse

Primary Objective:

Provides strategic oversight, leadership, and directions for the development, and operation of the nursing and midwifery services and workforce, and assuring quality and safety of the nursing contributions to total healthcare services. These should be in line with relevant legislations, professional practice standards, services stands, policies, protocols and guidelines.

Policy and Technical Advice:

  1. Facilities clarity and consolidate the divisions vision and structure to inform divisional business plan that links with and contributes to the accomplishment of the Health Sector Plan 2019-2030. 
  2. Implement the Nursing and Midwifery Clinical Governance Framework to safeguard nursing and midwifery practice within the MoH health settings.
  3. Provide informed strategic policy advice to the Chief Nurse and DDG Public Health on all issues pertaining to assuring relevancy, currency and effectiveness of nursing and midwifery services within the changing context of the MoH.
  4. To coordinate and conduct a needs analysis for nursing & midwifery and lead the development of the Nursing and Midwifery capability Plan taking into consideration the health care needs and demand of the service.
  5. Conceptualize and contextualize the continuous changes of nursing and midwifery practice that is culturally appropriate.
  6. Contribute to the decision - making processes for service developments providing advice on nursing and midwifery workforce implications on service plans.
  7. Ensure that the nursing & Midwifery division business plan has a budget that enable and facilitates the division's functions and roles for the ongoing development and monitoring of the nursing and midwifery service and workforce at differing health care levels and settings of the MoH.
  8. Contribute to the decision - making processes for service developments providing advice on nursing and midwifery workforce implications on service plans.
  9. Liaise with Principal Nurses on professional programs to enhance the accreditation of nurses and midwives re-nursing credentials to earn points for Annual Practicing Certificates.
  10. Liaise with the Chief Nurse immediately on any training needs to support individual staff requiring practice improvement.
  11. Establish new ideas for nurturing a workplace that is positively supportive for staff development.
  12. Document, coordinate and facilitate incident reports from all areas and identify supporting platforms to address and nurture staffs.
  13. Advice and liaise with Chief Nurse on any policy development for improvement of patient care.
  14. Advice and discuss with Chief Nurse reviews and updating of clinical protocols and guidelines for improving patient care.

Monitoring and Evaluation

  1. Coordinate review and improvement of Nurses and Midwives Professional Portfolios in line with Performance Appraisal System to facilitate training needs analysis for informing capability plan for nursing and midwifery service and workforce.
  2. Coordinate the implementation of the Nursing and Midwifery Capability plan derived from the Performance Appraisal process and training needs analysis.
  3. Ensure and affiliate proactively with Principal Nurses by monitoring staffs clinical performance and identify strategies to address performance gaps.
  4. Work collaboratively with the Nursing Leadership team to ensure awareness, understanding and adherence of all staff to Ethics, Legislation and Policies (Nursing; MOH; PSC etc.)
  5. Evidence of regular monitoring and work done to bridge performance gaps encountered.
  6. Coordinate linkages of to Nursing & Midwifery functions with other health stakeholders/colleagues and facilitates practicable collaborations amongst all team players.
  7. Drive and facilitate effective implementation, monitoring and evaluation of the capability plan and advise the Chief Nurse accordingly.
  8. Monitor and evaluate standards of care and competencies for all nurses at different categories.

Leadership and Management

  1. When required, actively participate as part of the Leadership and Management Team in the decision-making and governance processes of the organization.
  2. Lead and role-model the Public Service Values for Divisional team members, organization, and wider Public Service.
  3. Provide on the job support, mentoring, coaching as well as training for staff to ensure their continuous development.
  4. Ensure that effective performance management and evaluation processes are undertaken as per the Performance Appraisal System for Division staff.
  5. Assist in managing the core functions of the Division where relevant to foster quality assurance and ethical standards of all services and be accountable for the effective and efficient usage of resources.
  6. Work collaboratively with the Chief Nurse to develop training resources and material on legislations administered by the Ministry.
  7. Represent the ministry in intra-ministry work collaborations or other forums as directed from time to time.
  8. Assist with the implementation of the Talofa with a Smile Campaign initiatives to promote and enhance good customer service as directed by the Office of the Public Service Commission.

Key Deliverables;

  1. Ensure effective implementation and monitoring existing policies and protocols.
  2. Timely submission of relevant reports on 
    - The annual KPIs of the section
    - Updating staff annual and sick leaves for the section
    - Updating staffs capacity developments and report to Chief Nurse - Nursing and Midwifery
  3. Facilitate Incident reports and inform the Chief Nurse and ACEO QA & Professional Development immediately.
  4. Collaborate with Principal Nurses in ensuring consistent implementation of the orientation program by attending and reporting the weekly feedback.
  5. Monitor Section Continuing Nursing Education, and strengthening staffs Practicing Certificates.
  6. Collaborate with nursing and midwifery colleagues coming on missions to MTII & District Hospitals and report achievements to DDG Public Health & Chief Nurse.
  7. Consolidate and database for Professional Development activities for Upolu, MTII & Savaii District Hospitals Nursing & Midwifery team.

  • Hold a Current Practicing Certificate
  • Relevant years of experience in Nursing and Midwifery with;

  • Converse well with the Samoa Nursing Standards and Competencies 2024, and Nursing Act 2007.

QUALIFICATIONS

Educational Qualifications (Essentials)

  • Must have a Bachelor’s Degree in Nursing.
  • A Post Graduate degree in any Specialty would be an advantage.
  • Must be registered with the Samoa Nursing and Midwifery Council.

E. BENEFITS  

Duty Station: Motootua, Samoa  
Duration: Appointment will be guided by the Government of Samoa’s standard contract term of employment of 3 years. 
Salary: $94,624.00 per annum 
Hours of Attendance: The standard working hours are from Monday to Friday - 9:00am to 5:00pm excluding Public Commission holidays that are generally observed in the public service and declared by the Commission. 
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the Performance Management Guideline. 
Annual Payout: Appointee is entitled to a payout of five (5) days untaken annual leave per contract year which is equivalent to a total of fifteen (15) days to be paid at the cessation of the Contract Term 
Annual Leave: 20 days annual leave per annum on pro rata basis  
Sick Leave: 20 days sick leave per annum on pro rata basis.  
Other Leave: All other leaves are subject to terms and conditions set out in the Public Service Working Conditions and Entitlements Manual 2015 and Commission Endorsement. 
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a payment equivalent to 8 working days for every contract year served at the salary rate paid to the Appointee on cessation of employment.  
National Provident Fund: The Government of Samoa shall pay a percentage of the Appointee’s contribution or another rate prescribed by the National Provident Fund from time to time.  This includes a successful candidate to be recruited from overseas or where relevant laws may apply.  
Accident Compensation Corporation: Government also shall pay a percentage of the Appointee’s contribution or another rate prescribed by the Accident Compensation Act 1989.  This includes a successful candidate to be recruited from overseas or where relevant laws may apply.  
Duty Travel: The government, development partner or relevant body meets all travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty travel.  
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to bear all costs for relocation and will not be the responsibility of the Ministry. Consideration however will be made for housing assistance, to be determined by the Commission.
