Job Description - DCEO/Chief Engineer
Position: Chief Engineer
Ministry: Ministry of Works, Transport & Infrastructure
Position Purpose & Background
- The Chief Executive Officer, Ministry of Works, Transport & Infrastructure
- The Public Service Commission for leadership and management of employees under the Public Service Act 2004.
DUTIES AND RESPONSIBILITIES
Strategic Leadership and Technical Duties
- Provide high-level technical advice and recommendations to the Chief Executive Officer, Cabinet Development Committee, Tenders Board, Aid Coordination Committee, and other government agencies on engineering and infrastructure matters.
- Provide strategic leadership and direction to the Engineering Division to ensure the effective delivery of infrastructure, building, and engineering services that support the Ministry's objectives and national development priorities.
- Lead the development of engineering, strategies, policies frameworks and long-term infrastructure plans aligned with the Ministry and national priorities.
- Ensure all engineering designs, drawings, technical specifications, and construction works comply with the Samoa Building Code, engineering standards, environmental requirements, and health and safety regulations.
- Ensure the successful planning, design, procurement, implementation, and completion of construction and infrastructure projects within approved scope, budget, quality standards, and timeframes.
- Build and maintain strong partnerships with government ministries, development partners, private sector stakeholders, consultants, contractors, and professional bodies to support infrastructure development initiatives.
- Direct and supervise engineering staff and contractors to ensure effective performance and delivery of engineering services and projects.
- Maintain and improve the performance, reliability, safety, and sustainability of public infrastructure and government assets through effective asset management and preventive maintenance programs.
- Develop and maintain a competent, high-performing engineering workforce through leadership,
capacity building, mentoring, succession planning, and professional development programs.
Monitoring and Evaluation
- Lead the monitoring and evaluation of engineering projects, programs and operations to ensure
delivery within budget, timelines, quality standards and organizational objectives.
- Analyse monitoring and evaluation findings and provide recommendation, risk management,
resource allocation and strategic improvements.
- Evaluate project outcomes and performance against approved plans, engineering specifications,
key performance indicators, and stakeholder expectations.
- Lead the conduct site inspections to monitor progress and quality of work and compliance with
approved specifications and standards.
- Monitor compliance with engineering standards, technical requirements, regulatory obligations,
health and safety requirements, and organizational policies.
- Monitor staff performance, professional development, and competency improvements to ensure a skilled and capable engineering workforce.
- Review and evaluate operational performance, identifying risks, inefficiencies, and opportunities
for continuous improvement in engineering services and infrastructure management.
- Maintain documentation and records to support audits and regulatory reviews.
Leadership and Management
- Actively participate as part of the Leadership and Management Team in the decision-making and
governance processes of the Organization;
- Lead and role-model the Public Service Values for Divisional team members, organization and wider Public Service;
- Provide on the job support and coaching as well as training for all Team members to ensure their
continuous development;
- Ensure that effective performance management and evaluation processes are undertaken for staff at the Division;
- Lead and manage the core functions of the Engineering Division in order to foster quality assurance and ethical standards of all services and be accountable for the effective and efficient usage of resources;
- Identify priority budget requirements for the Divisions annual submissions of performance measures budget provisions and ensure the Division’s resources are managed in accordance with prevailing policies.
- Assist in the development and implementation of the following Ministry Reports/Plans:
a. Workforce Plan,
b. Corporate Plan
c. Management plan
d. Annual Reports
e. Performance Management Plans/Appraisals
f. And any other relevant Plan/Reports
- Act as the Administration Head of the Ministry, from time to time and as may be directed by the CEO in their absence;
- Represent the Ministry in any local and/or international forums when required.
- Carry out other duties as required by the CEO and/or Cabinet from time to time.
- Assist with the Implementation of the Talofa with a Smile Campaign initiatives to promote and
enhance good customer service as directed by the Office of the Public Service Commission.
Key Deliverables
- Successful establishment of the Engineering Division.
- Ensure successful delivery of engineering designs within agreed timelines and in accordance with established standards.
- Ensure successful execution of projects under the purview of the Ministry with minimal delays.
- Ensure completion of supervision reports within agreed timelines with clear documentation of
compliance and corrective actions.
- Ensure accurate and expertise engineering advice is provided to Government Ministries, Cabinet,
Tenders Board and Aid Coordination Committee whenever required. Successful.
- Successful implementation of the Division’s Annual Key Performance Indicators as per annual
Financial Year Budget measures.

EXPERIENCE
Experience
- Minimum of 15 years in Civil/Structural Engineering.
- At least six (5) years of experience in team management and coordination of relevant work.

QUALIFICATION
Academic qualification
- Minimum qualification of a Bachelor’s Degree in Civil or Structural Engineering and or related field.
- Master degree is desirable.
- Must be a Chartered Professional Engineer with IPES or a recognized International Body.
Remuneration & Term
- The position is on a Contractual term of three (3) years.
- The salary for the position is of DCEO level - $106,452 per annum, exclusive of a 10% allowance.
- This amount is inclusive of employer contribution to National Provident Fund and contribution to Accident Compensation Fund.
E. BENEFITS
Duty Station: Apia, Apia Samoa
Duration: 3 years
Salary: $106,452.00per annum exclusive of 10% allowance
Hours of Attendance: The standard hours of attendance are Monday to Friday from 9:00am to 5:00pm excluding Public Commission holidays that are generally observed in the public service
and declared by the Commission.
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the Performance Management Guideline.
Annual Payout: Appointee is entitled to a payout of five (5) days untaken annual leave per contract year which is equivalent to a total of fifteen (15) days to be paid at the cessation of the Contract Term
Annual Leave: 20 days annual leave per annum on pro rata basis
Sick Leave: 20 days sick leave per annum on pro rata basis.
Other Leave: All other leaves are subject to terms and conditions set out in the Public Service Working Conditions and Entitlements Manual 2015 and Commission Endorsement.
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a payment equivalent to 8 working days for every contract year served at the salary rate paid to the Appointee on cessation of employment.
National Provident Fund: The Government of Samoa shall pay a percentage of the Appointee’s contribution or another rate prescribed by the National Provident Fund from time to time. This
includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Accident Compensation Corporation: Government also shall pay a percentage of the
Appointee’s contribution or another rate prescribed by the Accident Compensation Act 1989. This
includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Duty Travel: The government, development partner or relevant body meets all travelling expenses
at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty
travel.
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to
bear all costs for relocation and will not be the responsibility of the Ministry. Consideration
however will be made for housing assistance, to be determined by the Commission.
