ABOUT THE POSITION:
JOB DESCRIPTION
Responsible to: Chief Executive Officer, Ministry of Education and Culture
Primary Objective
To lead and manage the Performance and Development Division in developing and implementing comprehensive development strategies to support teacher performance and improve teacher quality through professional formal and non-formal training.
Duties:
Technical/Strategic duties
- Lead the planning, implementation and provide strategic advice to the CEO on teacher
development initiatives and career opportunities in line (and not limited to) with the
professional standards and the following frameworks: - - - -
- National Teacher Development Framework 2018-2028.
- Teacher Qualification Update Framework
- Quality Assurance Performance Appraisal system
- Teacher Registration and Licensing
- Develop and implement Capability Plans for the teaching professional to ensure
continuous development programs are in place for enhancement of quality teaching
services in line with existing curriculum and subject area needs.
- Identify policy areas of concern that requires reviews and policy refinement on the
training and development of teachers and collaborate with relevant division(s) to
address them.
- Ensure effective implementation of QAPA system to accurately monitor and evaluate
teacher performance, inform instrumental interventions to improve teacher quality and
to support the registration and licensing of the entire Teaching Service.
- Conduct periodical reviews on the effectiveness of the QAPA system and implement
necessary changes accordingly.
- Ensure development/review of the implementation plan for the upgrade of teacher
academic qualification/professional training considering logistical support required in
view of the National Teachers Development Framework through national clusters and
school based.
- Develop and ensure periodical update on database for teacher upgrade and development trainings planned out on a yearly basis.
- Coordinate and facilitate the Induction Program for newly recruited Teachers and implement required programs to address the needs of new teachers.
- Ensure full compliance of teachers to standards and requirements of teacher registration.
- Manage the Teacher Training Profile Database and regularly update to reflect professional training and academic programs received / achieved by Teachers.
- Analyse issues from the Monitoring and Evaluation to inform policy recommendation, changes and interventions to improve teacher and overall school performance.
- Coordinate academic trainings and professional development initiatives for teachers through:
- Identification of teacher training needs in upgrading their professional training;
- Exploring funding alternatives for different qualification streams;
- Liaising with tertiary service providers with regards to course content to meet training needs and on delivery mode of courses to address accessibility challenge for teachers;
- Assessing gaps in teacher professional practices to identify and implement prioritized tailored interventions to improve performance;
- Liaise with SQA to ensure training programs provided for teachers fall within recognition of prior learning or accredited;
- Coordinate, facilitate and monitor the successful implementation of the: ▪ Teacher Upgrade Program
- School based professional development programs
- Cluster based professional development programs
- National professional development programs
- Mentoring Program for teachers
- Intervention Support Program
- Develop and/or design awareness programs, materials (IEC) and training sessions at the national, cluster and school levels for teachers’ professional development. Keeps abreast of innovative professional development techniques for professional training programs.
- Lead the implementation of the Sponsorship Program and other relevant policies subsumed and or will be subsumed under the TQUF for Teachers and POR.
Leadership & Management
- Actively participate as part of the Leadership and Management Team in the decision making and governance processes of the organization.
- Assist in the development and implementation of the following Ministry Reports/Plans:
• Annual Budget
• Annual Public Accounts
• Capacity Development Plan
• Corporate Plan
• Annual Report
• Performance Management Plans & Appraisals
• OSH Policy, Business Continuity Plan
• Any other relevant Plan/Report
- Lead and role-model the Public Service Values for Divisional team members, organization and wider Public Service.
- Provide on the job support, mentoring, coaching as well as training for staff to ensure their continuous development.
- Ensure that effective performance management and evaluation processes are undertaken as per the Performance Appraisal System for Divisional staff.
- Lead and manage the core functions of the Division in order to foster quality assurance and ethical standards of all services and be accountable for the effective and efficient usage of resources.
- Ensure that internal systems are in place for effective and efficient planning, implementation, monitoring, evaluating and reporting on team performance.
- Identify priority budgetary requirements for the Divisions annual submission of performance measures and budgetary provisions and ensure the Division’s resources are managed in accordance with prevailing policies.
- Act as the Administration Head of the Ministry in the absence of the CEO as required.
- Assist with the implementation of the Talofa with a Smile Campaign initiative to promote and enhance good customer service as per the Public Service Commission’s directive.
- Represent the Ministry as part of the Selection Panel Position of Responsibilities Interviews.
Monitoring and Evaluation
- Monitor, review and evaluate teacher performance to identify professional development training initiatives to improve teacher quality and performance-based outcomes.
- Conduct periodical monitoring on systems and processes in order to effectively
influence and engage teachers to champion improvement of performance system to
broader educational achievements.
- Develop suitable methods to operationalize the required standards under the National
Teachers Competency Framework into improved outcomes for appraisal of teacher
performance at the various teaching level.
- Collaborating with SQA and other relevant stakeholders to identify the values of appraisal
outcomes that can be counted for future teaching qualifications.
- Monitor and evaluate systems and processes that support training and development of
teachers.
- Collaborate with relevant divisions to monitor the effectiveness of the Teacher Upgrade
Program ensuring knowledge and skills attained is translated into the classroom practice.
Key Deliverables
- Finalize the transition of merging functions of the former TDADS and MERD Divisions to ensure smooth operations of divisional functions.
- Ensure full implementation of the Teacher Qualification Upgrade Framework in
alignment with the Teacher Upgrade Program as per the National Teacher Development
Framework (2018-2028).
- Design and provide best alternative modes to conduct professional development programs to ensure effective implementation of the Upgrade Program to cater for the rest of the teachers who cannot partake in full time or DFL studies.
- Ensure Implementation of the National Teacher Professional Development Policy (2018-2023) in terms of achieving remaining divisional targets and overarching sector targets. Further, if policy is reviewed, consider reports on program effectiveness and progress towards goals.
- Effective Implementation of the National Teacher Development Framework.
- Develop and maintain an updated consolidated database to record the following:
• Number of school principals and Vice Principals trained in leadership and management roles;
• Number of teachers supported for an up-grade in qualification;
• Number of teachers and frequency of participation at national and cluster PDs.
• Number of mentor teachers trained to support new teachers
• Number of teachers engaged in Inclusive Education Training
- Lead the review and implementation of Professional Teacher Standards and ensure teachers meet the required standards.
- In collaboration with the National University of Samoa:
• Complete different packaged strategies using the Distance Flexible Mode of Learning for upgrades to enable teachers to attain qualifications.
• Provide a Distance Flexible Mode of Learning option for a teaching qualification to ensure new teachers (with first degrees only) complete their teaching qualification by the end of the required two-year probationary time frame.
- Develop certificated Mentor-Mentee program to address the needs of newly recruited teachers in their initial years of teaching and work alongside other relevant stakeholders to ensure alignment of teacher career paths are well implemented.
- Ensure the completion and implementation of the following:
• Finalize database for teacher registration and licensing
• Conduct awareness on the Registered Teachers standards
• Finalise the review and update of the Graduate Teachers Standards
• National Competency Standards Framework for all teachers
- Achievement of Key Performance Indicators as per Budget Measures every Financial Year

Educational Qualifications (Essential)
- A Bachelor Degree in Education and/or Professional Development and/or Organizational Development or a relevant discipline.
E. BENEFITS
Duty Station: Malifa, Samoa
Duration: 3 years
Salary: $94,624.00 per annum
Hours of Attendance: The standard hours of attendance are Monday to Friday from 9:00am to 5:00pm excluding Public Commission holidays that are generally observed in the public service and declared by the Commission.
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the Performance Management Guideline.
Annual Leave: 20 days’ annual leave per annum on pro rata basis
Sick Leave: 20 days’ sick leave per annum on pro rata basis.
Other Leave: All other leaves are subject to the rules set out in the Public Service Working Conditions and Entitlements Manual and Commission Endorsement.
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a payment equivalent to 8 working days for every contract year served at the salary rate paid to the Appointee on cessation of employment.
Annual Payout: Appointee is entitled to a payout of five (5) days untaken annual leave per contract
year which is equivalent to a total of fifteen (15) days to be paid at the cessation of the Contract Term.
National Provident Fund: Government shall pay a percentage of the Appointee’s contribution or another rate prescribed by the National Provident Fund from time to time.
Accident Compensation Corporation: Government shall pay a percentage of the Appointee’s contribution or another rate prescribed by the Accident Compensation Act 1989.
Duty Travel: The government, development partner or relevant body meets all travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty travel.
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to
bear all costs associated of relocation and will not be the responsibility of the Ministry.
