C. ABOUT THE POSITION: 

JOB DESCRIPTION 

Responsible to: The Chief Executive Officer (M.W.C.S.D) 

Primary Objective: 

The ACEO Economic Development is responsible for providing policy advice, strategy formulation, and implementation coordination of economic empowerment programs for communities with a particular focus on vulnerable families, women, rural villages and youth and persons with disabilities. 

Duties and Responsibilities: 

Policy Advice and Strategy Formulation 

  1. Provide strategic policy advice to CEO on economic development and empowerment for 
    communities.
  2. Identify priority policy issues relating to the economic development of relevant target groups 
    to inform sound policy initiatives.
  3. Lead the EDG and partners in the formulation of strategies to achieve community economic 
    empowerment targets under Community Sector Plan 2016-2021. 

Implementation and Coordination 

  1. Ensure the implementation of assigned targets under the Community Sector Plan, relevant 
    national policies, Employment Program and Performance Agreement as directed by the CEO 
    from time to time. 
  2. Ensure the dissemination of all relevant / accurate economic empowerment information are 
    available to the community and stakeholders. 

Monitoring and Reporting 

  1. Monitor implementation of assigned work and report on the impact of development and 
    empowerment programs of target groups to the CEO/Executive Management and identify 
    issues for intervention.
  2. Monitor relevant economic indicators under international conventions, community 
    development sector plan and strategic plan and report thereon.

Leadership and Management 

  1. Actively participate as part of the Leadership and Management Team in the decision making and governance processes of the organization. 
  2. Assist in the development and implementation of the following Ministry Reports/Plans: 
    • Annual Budget  
    • Annual Public Accounts 
    • Capacity Development Plan  
    • Corporate Plan 
    • Annual Report 
    • Performance Management Plans & Appraisals 
    • OSH Policy, Business Continuity Plan  
    • Any other relevant Plan/Report
  3. Lead and role-model the Public Service Values for Divisional team members, organization 
    and wider Public Service.
  4. Provide on the job support, mentoring, coaching as well as training for staff to ensure their 
    continuous development.
  5. Ensure that effective performance management and evaluation processes are undertaken as 
    per the Performance Appraisal System for Divisional staff
  6. Lead and manage the core functions of the Division in order to foster quality assurance 
    and ethical standards of all services and be accountable for the effective and efficient 
    usage of resources.
  7. Ensure that internal systems are in place for effective and efficient planning, 
    implementation, monitoring, evaluating and reporting on team performance.
  8. Identify priority budgetary requirements for the Division's annual submission of 
    performance measures and budgetary provisions and ensure the Division’s resources are 
    managed in accordance with prevailing policies.
  9. Act as the Administration Head of the Ministry in the absence of the CEO as required.
  10. Assist with the implementation of the Talofa with a Smile Campaign initiative to promote 
    and enhance good customer service as per the Public Service Commission’s directive. 

Key Deliverables 

  1. Ensure successful implementation of the National Policy on Community Economic Development 2021 – 2031.
  2. Lead the facilitation of programs/initiatives targeting the following (but not limited to);  - 
    Vulnerable families supported through training on business services and market access  - - 
    Vulnerable youths trained and secure jobs or self-employment  
    Vulnerable youths completed training in employment creation programs (skills 
    development training and internship programs).   
    3. Coordinate and lead the implementation of the Youth Employment Program and report to 
    CEO/Management on a quarterly basis.  
  3. Successful implementation of the Ie Samoa Program.  
  4. Coordinate the National Youth Week and the International Youth Day with a focus on Economic Development and Empowerment.
  5. Coordination of National Peer Education programs to improve self-worth of young people 
    and build their physical and psychological capacity annually.  
  6. Conduct ongoing skills development programmes for unemployed young people to 
    strengthen second chance education initiatives.  
  7. Achievement of Key Performance Indicators as per Budget Measures every Financial Year.

QUALIFICATIONS
