D. ABOUT THE POSITION:
JOB DESCRIPTION
Responsible to the: Chief Executive Officer for the Ministry of Communication and Information
Technology
PRIMARY OBJECTIVE:
To provide strategic oversight and leadership for the CERT & DTI Division, ensuring effective
coordination of all Government digital initiatives, innovations, and reforms. This includes
establishing the Division, serving as Secretariat to the Digital Transformation Council (DTC) and
integrating the previous SamCERT operation to ensure continuity and sustain progress made over
the past two years.
DUTIES:
Strategic Policy and Technical
- Provide strategic and technical policy advice to the DTC on all ICT related matters;
- Regularly consult stakeholders and analyse available reports to keep the DTC informed of the
status of ICT development in Samoa;
- Develop and implement a consolidated work plan for all secretariat activities;
- Establish good rapport and effective working relationship with all key sector wide stakeholders
in government, the business community and the NGOs;
- Lead and coordinate IT and security audits across Government systems, including conducting
gap analyses and presenting remediation recommendation to the DTC;
- Work closely with collaboration with the Private Sector, NGO’s and the like to compile a
report on all ICT developments in the Private Sector to promote innovations and sustainable
solutions;
- Manage programs to promote social inclusion and community benefits through Government
digital initiatives including the 1 Million Projects;
- Develop and proposed plans to intergrate government services and improve public service
workforce capacity building.
- Intergrate, supervise and support the entire operations of the SamCERT;
- Ensure all CERT and DTI operations align with national laws, directives and security policies;
- Liaises with national and international authorities/organizations, represents team within CERT
community;
- Review and develop a new cybersecurity strategy (governance, services / processes
establishment, human resources, and technologies; develops, implements and maintains
processes, procedures and guidelines to improve and increase the effectiveness of the
operations of the CERT);
- Manage CERT human resources and advice on relevant technical training for CERT staff;
- Assist with yearly acquisition plan, purchasing and tendering processes;
- Implement the Information Security Policy 2023
- Prepare and deliver annual, quarterly and ad-hoc reports;
- Ensure full compliance with CERT policies, procedures and operational standards;
Planning & Mapping
- In collaboration with the Policy and Sector Division, conduct and carry out the following:
• Conduct a whole of Government ICT related surveys to inform policy
changes/direction;
• Conduct research on emerging and disruptive technologies (eg. AR, VR, Cloud Computing, Blockchain, Cybersecurity etc) to assess their potential benefits across
national sectors
• Conduct a research on how to formulate and establish an ICT Incubator for Young Entrepreneurs
- Conduct a nationwide survey on the Cybersecurity awareness/readiness of the population with
regards to using technology securely and safe when browsing internet sites and online portals;
- Conduct Cross Government surveys and research to determine what security
processes/measures have been developed, implemented with different digital platforms and
applications used;
- Survey the current preparedness level of Government and all Sector to determine readiness
level of Samoa to respond to a National Cyber-attack/incident;
• In collaboration with the Policy Division to conduct a review the implementation of the following policies and thereafter advice on amendments required for the policies itself but also ensure reflectiveness in relevant legislation. National
Cybersecurity Strategy;
• Cybersecurity Social Development Policy;
• Cybersecurity Incident Response Plan/Policy;
• Cybersecurity Business Continuity/Restoration Plan.
Monitoring and Reporting
- Provide technical advice on any ICT related policy/legislation present to DTC for their
deliberations, prior to Cabinet endorsement;
- Monitor and evaluate the performance, security and deliverables of SNBH networks and other
ICT projects under the Ministry;
- Monitor, evaluate and inform the DTC of the whole of Government ICT related project
progress and other Community activities under the CSP;
- Monitor capacity building and capability development programmes offered inhouse and
overseas attended by Govt ICT personnel, as well as proposals for funding/assistance.
- Monitor and report on the trend of digital skills at international market verses what is currently
available in Samoa and the gap to bridge the digital divide to ensure that Samoa caters for new
future employment opportunities in the ICT space.
Leadership and Management
- Actively participate as part of the Leadership and Management Team in the decision-making
and governance processes of the organization;
- Assist in the development and implementation of the following Ministry Reports/Plans:
a. Workforce Plan,
b. Corporate Plan
c. Management plan
d. Annual Reports
e. Performance Management Plans/Appraisals
f. And any other relevant Plan/ Reports
- Lead and role-model the Public Service Values for Divisional team members, organization and
wider Public Service;
- Provide on the job support and coaching as well as training for team members to ensure their
continuous development;
- Ensure that effective performance management and evaluation processes are undertaken for
staff at the Division;
- Lead and manage the core functions of the Division in order to foster quality assurance and
ethical standards of all services and be accountable for the effective and efficient usage of
resources;
- And any other relevant Plan/ReportsAct as the Administration Head of the Ministry, from time
to time and as may be directed by the CEO in his absence;
- Represent the Ministry in any local and/or international forums when required.
- Provide technical advice on any cybersecurity related policy/legislation present to DTC or the
National Policy Coordination Committee (NPCC) for their deliberations, prior to Cabinet
endorsement;
- Monitor and Evaluate the Security Fabric of the Country in terms of Cyberspace Activity that
can be results of Cyber-breaches;
- Monitor opportunities to provide support for Cybersecurity Training for supporting staff in
government and the nation.
- Seek opportunities that could assist companies/businesses in Samoa to be more cyber-secure,
cyber-hygiene and be cyber-safe and resilient;
- Provide technical advice to Government in terms of ICT Systems/Technology procured or
brought into the country for security matters;
- Monitor and Report of Cybersecurity Incidents and Trends that could warrant a Cyber Threat
to the Country’s National Security;
- Build strong partnership/collaboration with the private and public sector, to strengthen
security habits and processes around the Country.
- Act as the Administration Head of the Ministry in the absence of the CEO when required
- Assist with the implementation of the Talofa with a Smile Campaign initiatives to promote
and enhance good customer service as directed by the Office of the Public Service Commission
Training and Development
- Conduct a stock-take of ICT personnel and develop training needs analysis (TNA) for whole
of Government ICT staff and ensure that approved trainings (for Ministry and Sector) are
implemented within the agreed timelines;
- Collaborate with other Divisions to develop training resources and materials on relevant ICT
technical trainings;
- Assist PSC, MCIT Corporate Services and other technical divisions in trainings pertaining to
ICT;
- Collaborate with TWG and SITA in Conducting Security Training for all of Government,
Private Sector and Communities;
- Coordinate the development of Cybersecurity awareness materials, campaigns/roadshows,
digital platforms for applications for public access;
- Conduct Safety Drills across Government in terms of internet safety practices and habits.
Example, Strong Authentication Keys and Passwords, Secure Certificate Signing, and
recommendable security practices in administrating infrastructure changes and needs.
Key Deliverables
- Develop and consult all stakeholders for a Digital Transformation Strategy on innovations
and transformation across all Government agencies;
- In collaboration with the Policy and the CSD Division, conduct a Whole of Government
stock take of ICT personnel and skills available in Samoa;
- In collaboration with the Policy Division, conduct a National Survey/Research of the status
of ICT developments in Samoa;
- Reactivate, Develop a TOR/Workplan for the Government Technical Working Group
(TWG).
- Explore strategies to strengthen collaboration with stakeholders to push for ICT initiatives
(logic & coding, IT development, national ICT capacity etc);
- Produce quarterly report on progress of all DTC Activities for Cabinet and relevant
stakeholders;
- Annual review and audit report of ICT infrastructure and Systems of the Government;
- Successful implementation of the Division’s Annual Key Performance Indicators as per
FY Budget measures;
- Collaborate with the Policy Division in the development and drafting of Cybersecurity
Policies for Samoa CERT (Government Agencies, Private Sector, Business, Academic &
Communities);
- Develop a Cybersecurity Framework for Samoa;
- Develop MOUs between CERT and any Organization,
- Develop set standards for procurement of any ICT Systems/Technology in Samoa;
- Explore strategies for building a cyber-conscious community, in accessing online systems,
conducting online business, online payments and related matters;
- Review and conduct All Government Networks for security status (Security Audit/Pen
Test) in terms of profiling security areas, to for improvement and to strengthen network
protection and digital asset integrities;
- Provide biannual cybersecurity status report on cybersecurity status of the Government;
- Develop and forge strong partnerships both locally, regionally and International CERT’s,
as well as Cybersecurity experts afforded to Samoa;

E. BENEFITS
Duty Station: Apia, Samoa
Duration: 3 years
Salary: $106,452.00 per annum
Hours of Attendance: The standard hours of attendance are Monday to Friday from 9:00am to
5:00pm excluding Public Commission holidays that are generally observed in the public service
and declared by the Commission.
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the
Performance Management Guideline.
Annual Payout: Appointee is entitled to a payout of five (5) days untaken annual leave per
contract year which is equivalent to a total of fifteen (15) days to be paid at the cessation of the
Contract Term
Annual Leave: 20 days’ annual leave per annum on pro rata basis
Sick Leave: 20 days’ sick leave per annum on pro rata basis.
Other Leave: All other leaves are subject to the rules set out in the Public Service Working
Conditions and Entitlements Manual and Commission Endorsement.
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a
payment equivalent to 8 working days for every contract year served at the salary rate paid to the
Appointee on cessation of employment.
National Provident Fund: Government shall pay a percentage of the Appointee’s contribution or
another rate prescribed by the National Provident Fund from time to time.
Accident Compensation Corporation: Government shall pay a percentage of the Appointee’s
contribution or another rate prescribed by the Accident Compensation Act 1989.
Duty Travel: The government, development partner or relevant body meets all travelling expenses
at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty
travel.
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to
bear all costs associated of relocation and will not be the responsibility of the Ministry.
