C. Ministry of Health
The Ministry of Health (MOH) through this advertisement seeks suitably qualified medical
specialists to provide specialty care at a hospital-based Health Specialist Facility that will
coordinate, facilitate and provide quality health care utilizing new and existing resources.
The Ministry of Health, Samoa is the lead Government agency responsible for the governance
and guidance of the health, healthcare and health industry of Samoa. The Ministry underwent a
significant re-organization in 2019 with the primary aim of reviving the nation’s focus on
disease prevention, community engagement and strengthening Primary Health Care.
D. ABOUT THE POSITION:
JOB DESCRIPTION
Responsible to the: The Chief Executive Officer/Director General, Ministry of Health.
Primary Objective:
To provide strategic policy and planning advice to the Ministry on strategic health sector planning
and policy priority issues in accordance with Health Rules and Regulations and to facilitate
collaborations and coordinates with Technical Divisions in the provision of hospital clinical and
public health services for the Ministry
Duties & Responsibilities:
Strategic Policy Advice and Planning
- Provide policy advice to the CEO on policies and procedures guiding administration of the
Health Sector in line with prevailing legislations.
- Provide policy advice and assistance to sector agencies in relation to the Health Sector Plan.
- Facilitate and ensure the accurate and timely dissemination of relevant information to sector
partners and relevant stakeholders.
- Lead and coordinate the Health Sector Planning processes, reviews and reports.
- Lead, develop, strengthen and review health policies to address current, emerging and
prevalent health issues.
- Lead, facilitate and coordinate the Ministry’s planning cycle and review, development and
provision of policy advice on all health policies, planning and research issues.
- Lead, coordinate and facilitate the development and review of the Health Research & Ethics
Policy.
- Lead, coordinate and advise on human resources for the health sector from a strategic
perspective and facilitate the realization and compliance of the health sector with the National
Human Resources for Health Policy and Plan of Action.
- Development of new health legislations, strategies and policies and review and update of
existing health legislation, strategies and policies.
- Development, review and update of clinical guidelines, protocols and standard of Operating
Procedures for Clinical Services
Monitoring and Evaluation
- Lead the monitoring, review and implementation of health policies and plans to ensure sector
partner compliance.
- Lead and manage all activities, operations and budget output of the Division and prepare
reports to CEO and Management on Divisional performance.
- Monitor and evaluate all division and departments commitment to health-related sustainable
development goals at the national level.
- Monitor the performance of consultants and technical assistants funded by developments to
provide technical assistance.
- Assist the Health Information & ICT Division and the Health Sector Coordination, Resourcing
and Monitoring Division of the MOH to monitor health sector performance in accordance
with the Health Sector M&E Operational Manual and Implementation Plan.
- To follow up and provide advice to CEO, sector agencies in relation to the implementation of
sector priorities.
- Effectively monitor the healthcare professionals and their compliance with clinical protocols
and guidelines that guide their performance.
- Effectively implement, review and update the National Overseas Treatment Policy 2019.
- Strengthen the monitoring and review of the National NCD Policy 2018 – 2023
implementation.
Leadership and management
- Actively participate as part of the Leadership and Management Team in the decision making and governance process of the organization.
- Assist in the development and implementation of the following Ministry Reports/ Plans:
a. Workforce Plan,
b. Corporate Plan,
c. Management Plan,
d. Annual Reports,
e. Performance Management Plans/Appraisals,
f. Any other relevant Plans/ Reports.
- Lead and role model the Public Service Values for the division team members, organization
and wider Public Service.
- Provide on the job support and coaching as well as training for team members t ensure their
continuous development.
- Ensure that effective performance management and evaluation processes are undertaken as
per the Performance Appraisal System for Divisional Staff.
- Lead and manage the core functions of the division to ensure quality and ethical standards
of all service and be accountable for the effective and efficient use of resources.
- Work with other Division to develop trainings resources and material on legislations
administered by the Ministry.
- Ensure that internal processes are in place and for effective and efficient planning,
implementation, monitoring and reporting of divisional performance.
- Identify priority budgetary requirements for the Division’s annual submission of
performance measures and budgetary provisions and ensure the Division’s resources are
managed in accordance with prevailing policies.
- Represent the Ministry of Health in local and international forums when required.
- Perform acting duties for the Ministry in the absence of the DDG or DG as required.
- Assist with the implementation of the Talofa with a Smile Campaign initiatives to promote
and enhance good customer service as directed by the Office of the Public Service
Commission.
Key Deliverables
- Develop a strategic Policy Framework to combine and subsume all the existing Health
policies and plans to ensure the effectiveness of the implementation within the Ministry.
- Review and Enforce the Monitoring and Evaluation Plan to monitor the implementation
process of Health policies.
- Work Collaboratively with technical Divisions in developing and reviewing of the
following policies:
• School Nursing Policy
• Patient Complaint/Grievance Policy
• Health & Research Policy
• Non-Communicable Disease Policy 2018 – 2023
- Develop and design awareness programs with relevant divisions on all existing Health
policies / strategies in order to provide trainings to strengthen and build employees
institutional knowledge.
- Develop a skills and knowledge improvement training plan for each individual staff
member and implement over the next 3 year period.
- Lead the full implementation of the Health Sector Plan FY2019/20 – FY2029-30.
- Successful implementation of the division’s KPI as per Annual Budget Measure.

E. BENEFITS
Duty Station: TTM Hospital Motootua, Samoa
Duration: Appointment will be guided by the Government of Samoa’s standard contract term of employment of 3 years.
Salary: $94,624 per annum
Hours of Attendance: The standard hours of attendance are Monday to Friday from 9:00am to 5:00pm excluding Public Commission holidays that are generally observed in the public service and declared by the Commission.
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the Performance Management Guideline.
Annual Leave: 20 days annual leave per annum on pro rata basis
Sick Leave: 20 days sick leave per annum on pro rata basis.
Other Leave: All other leaves are subject to terms and conditions set out in the Public Service Working Conditions and Entitlements Manual 2015 and Commission Endorsement.
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a payment equivalent to 8 working days for every contract year served at the salary rate paid to the Appointee on cessation of employment.
National Provident Fund: The Government of Samoa shall pay a percentage of the Appointee’s contribution or another rate prescribed by the National Provident Fund from time to time. This includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Accident Compensation Corporation: Government also shall pay a percentage of the
Appointee’s contribution or another rate prescribed by the Accident Compensation Act 1989. This includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Duty Travel: The government, development partner or relevant body meets all travelling expenses at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty travel.
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to bear all costs for relocation and will not be the responsibility of the Ministry. Consideration however will be made for housing assistance, to be determined by the Commission.
