The Ministry of Health (MOH) through this advertisement seeks suitably qualified medical
specialists to provide specialty care at a hospital-based Health Specialist Facility that will
coordinate, facilitate and provide quality health care utilizing new and existing resources.
The Ministry of Health, Samoa is the lead Government agency responsible for the governance
and guidance of the health, healthcare and health industry of Samoa. The Ministry underwent a
significant re-organization in 2019 with the primary aim of reviving the nation’s focus on disease
prevention, community engagement and strengthening Primary Health Care.
D. ABOUT THE POSITION:
JOB DESCRIPTION
Responsible to the: Reports to the Deputy Director General of Hospital & Clinical Services Primary Objective:
The position supports and assists the ACEO MT2 Hospital and ultimately the Deputy Director General of Hospital & Clinical Services in the provision of efficient and quality medical and surgical services to inpatients and outpatients for the population of Savaii.
This is consistent with the values of the Ministry of Health and ensures that the best practice is implemented throughout MT2 Hospital.
Duties and Responsibilities:
Technical and Clinical
- Prepare, review and regularly update clinical guidelines and treatment protocols for
effective and efficient quality medical & surgical services at MT2 Hospital. In particular
addressing outcomes aimed at improving health systems as per MoH Corporate Plan
FY2020/21 – 2022/23 which include and are not limited to the following:
→ increased percentage of hospital discharges receiving complete discharge summaries,
→ increased percentage of acutely ill admissions properly reviewed within 1 hour of admission;
→ reducing waiting time in all areas where healthcare service is delivered;
→ reducing the hospital acquired infection and MRO rate and strengthening referral
pathways for patients requiring medical attention and/or admission.
- Ensure compliance of all MT2 Clinical employees with guidelines, protocols and operating procedures to guarantee an effective and efficient quality of service delivery within the MT2 Hospital.
- Work towards ensuring a continual increase per year in the number of skilled & qualified staff recruited to the Clinical division of MT2 Hospital i.e. registered medical officers, registered nurses, etc.
- Develop effective On Call rosters and be accountable and responsible to cover for risk management based on staff capability especially in Emergency/Intensive Care scenarios or during periods of Disaster and Public Health Emergencies.
- Work in close collaboration with axillary services such as Biomedical engineers, Radiology, Laboratory and Pharmacy Divisions, Operating Theatre, Intensive Care and TTM Hospital - Emergency Services to ensure effective patient management.
- Participate as a member or leader in selected clinical governance subcommittee, at the
nomination of the Deputy Director General of Hospital & Clinical Services for e.g. in Drugs and Therapeutics Committee, Medical Equipment Committee, Infection Control Committee, Overseas Treatment Scheme Committee etc.
- Conduct regular meetings for the clinical division of MT2 Hospital or in combination
with other medical specialty units from TTM Hospital for e.g. surgical, obstetric, paediatric) and other health professionals (nursing, allied, supportive) to discuss all clinical and administrative service issues pertaining to MT2 Hospitals clinical service delivery.
- Undertake education, teaching and research activities to train, coach, mentor and support staff, students and other stakeholders; be responsible for personal continuous professional development and be a health advocate.
Strategic Policy advice and planning
- Lead and manage the development of strategic policies, plans and new initiatives which
are geared towards health service improvement within the MT2 Hospital, in order to align
with the Samoa Health Sector Plan & SDG’s. In particular, to initiate incentives that ensures improved health systems and improved management of communicable and noncommunicable diseases within central healthcare facilities.
- Lead and encourage service-related reforms for quality improvement as it pertains to medical and surgical services at MT2 Hospital and their contribution to the achievement of clinical health services targets and key performance indicators as set out in the MOH Corporate Plan 2020/21 – 2022/23.
Monitoring and Evaluation
- Monitor and evaluate clinical activities of MT2 Hospital to enhance the quality of medical and surgical services that are delivered, through the effective use of resources.
- Lead in the undertaking of peer reviews; monitor and evaluate activities within MT2 Hospital with plans to ensure corrective measures are undertaken to provide effective and efficient clinical services.
- Identify appropriate clinical service delivery requirements, delivery methods and guidelines to implement, monitor and evaluate systems of clinical operations for MT2 Hospital.
Leadership and management
- Actively participate as part of the Leadership and Management Team in the decision making and governance processes of both the organization and MT2 Hospital.
- Lead and role-model the Public Service Values for MT Hospital clinical employees, organization and wider Public Service.
- Provide on-the-job support, coaching, mentoring as well as training for clinical team members to ensure their continuous development.
- Ensure that effective performance management and evaluation processes are undertaken for all Clinical staff within MT2 Hospital;
- Lead and manage the core clinical service delivery functions of MT2 Hospital in order to foster quality assurance and ethical standards of all clinical services and be accountable for the effective and efficient usage of MT2 Hospital resources.
- Work together with the ACEO MT2 Hospital in leading the development and implementation of the following Ministry Reports/Plans for MT2 Hospital:
a. Workforce Plan,
b. Corporate Plan,
c. Management Plan,
d. Annual Reports,
e. Performance Management Plans/Appraisals,
f. Any other relevant Plan/Reports as directed by the Deputy Director General – Hospital & Clinical Services.
- Ensure that internal systems are in place for effective and efficient planning, implementation, monitoring, evaluating and reporting on clinical team performance.
- Work together with the ACEO MT2 Hospital in identifying priority budgetary requirement for MT2 Hospital, annual submission of key performance measures and budgetary provisions and ensures that the Hospitals’ resources are managed in accordance with prevailing policies.
- Act as Acting ACEO MT2 Hospital during his/her absence from work when requested to do so.
- Provide leadership to promote the interest and development of MT2 Hospital through strategic planning, ensuring cohesion of the overall functions of MT2 Hospital by working effectively with internal and external stakeholders and maintaining positive interpersonal relationships.
- Undertake clinical responsibilities in MT2 Hospital by being actively involved in patient care on a daily basis, available for consultation and liaison with relevant focal points at TTM Hospital (Motootua) and referring district hospitals, whilst maintaining appropriate records and confidentiality, to ensuring best practice care to obtain best possible outcomes whilst promoting and maintaining client focus.
- Responsible for medical reports & medico-legal assessments and provision of expert opinion. Ensures that all Police reports and legal matters involving junior clinical staff at MT2 Hospital are co-signed and supervised.
- Identifying and minimizing risk at a systematic level through effective communication and management skills to contribute to improved clinical governance.
- Undertake education, teaching and research activities to train, coach, mentor and support staff, students and other stakeholders; be responsible for personal continuous professional development and be a health advocate.
- Must nominate and recommend in writing to the Deputy Director General of Hospital & Clinical Services a senior staff member to serve as Acting Head of Department in his/her
absence from work.
- Advise the Deputy Director General of Hospital & Clinical Services on development work and progress through verbal and written reports and clinical audits on a monthly basis, as well as visiting medical specialist or teams plans, outputs and outcomes together with regular provision of international training reports of conference/workshop training participate by any members of the staff specifically for their specialty area.
- Must participate as a member or leader in selected clinical governance subcommittees, at
the nomination of the Deputy Director General of Hospital & Clinical Services in discussions plus any other health sector meetings that requires his/her expertise input for quality improvement in service performance.
- Must represent or nominate an appropriate representative from the MT2 Hospital Clinical team to any hospital or Health Sector meetings or international trainings/conference in its specialty area(s).
- To conduct regular clinical meetings for MT2 Hospital or in combination with other medical specialty units (for e.g. emergency, surgical, obstetrics & gynecology) and other health professionals (nursing, allied, supportive) to discuss all clinical and administrative service issues pertaining to MT2 Hospitals’ specialty operations including clinical audit case management or research journal clubs and medical continuous education meetings to meet medical council registration plus clinical governance executive administrative recommendations.
- Must prepare, review and update clinical system process guidelines and treatment protocols for effective and efficient quality of medical & surgical services at MT2 Hospital. Regularly simulates practical exercise during unit meetings and participation in local or international standardized workshop training.
- Must take the responsibility of preparing effective On-Call list rosters and be accountable and responsible to cover for risk management based on staff capability especially in Emergency/Intensive Care scenarios or during periods of natural or public health disasters.
- Must work in close collaboration with axillary services such as Biomedical engineers, Radiology, Laboratory and Pharmacy Divisions, Operating Theatre, Intensive Care and TTM Hospital - Emergency Services.
- Lead and manage the staff and core functions of MT2 Hospital in line with prevailing policies and mandates.
- There will be other job related tasks that are beyond the scope of the job description that will require completion. The Deputy Director General of Hospital & Clinical Services will direct such tasks that are within your capability to do and these directions will not be reasonably refused.
Key Deliverables:

- Ensure that Clinical staff are educated regularly by simulating practical exercises during unit meetings and advocating for staff participation in local or international standardized workshops or training.
- Ensure compliance of all MT2 Hospital Clinical employees with guidelines, protocols and operating procedures to guarantee effective and efficient quality of service delivery within MT2 Hospital;

E. BENEFITS
Duty Station: TTM Hospital Motootua, Samoa
Duration: Appointment will be guided by the Government of Samoa’s standard contract term of employment of 3 years.
Salary: A standard package that consist of a Base Salary and Responsibility Allowance For an overseas candidate successfully appointed to the role, the Base Salary may be negotiable subject to qualifications and experience, to be determined by the Commission.
Hours of Attendance: The standard working hours are from Monday to Friday - 9:00am to 5:00pm Given the nature of Hospital Service (24 hours, 7 days a week) the appointee will be required to work on a rostered basis and to attend to patients when called in as needed.
Performance Reviews: The Appointee’s performance shall be reviewed in accordance with the
Performance Management Guideline.
Annual Leave: 20 days annual leave per annum on pro rata basis.
Sick Leave: 20 days sick leave per annum on pro rata basis.
Other Leave: All other leaves are subject to terms and conditions set out in the Public Service
Working Conditions and Entitlements Manual 2015 and Commission Endorsement.
End of Contract Benefits: The Appointee is entitled at the expiry of the Contract Term, to a payment equivalent to 8 working days for every contract year served at the salary rate paid to the Appointee on cessation of employment.
National Provident Fund: The Government of Samoa shall pay a percentage of the Appointee’s
contribution or another rate prescribed by the National Provident Fund from time to time. This
includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Accident Compensation Corporation: Government also shall pay a percentage of the Appointee’s contribution or another rate prescribed by the Accident Compensation Act 1989. This includes a successful candidate to be recruited from overseas or where relevant laws may apply.
Duty Travel: The government, development partner or relevant body meets all travelling expenses
at prescribed rates necessarily incurred by staff required to travel away from Apia on official duty
travel.
Regional/ International Recruited Staff: A successful candidate recruited from overseas is to bear all costs for relocation and will not be the responsibility of the Ministry. Consideration however will be made for housing assistance, to be determined by the Commission.
