SALARY: SO1 $35,790 per annum

DIVISION: Corporate Services Division

 

RESPONSIBLE TO: ACEO Corporate Services through the Principal

                                  Administration Human Resource Office

PRIMARY OBJECTIVE:

Responsible for the processing of the fortnightly payroll, provision of daily staff attendance records; provision of staff leave reports and assist with update of all human resource data and information into the Database system and manual files to ensure the effective and efficient overall management of the SQA Human Resources functions.

DUTIES AND RESPONSIBILITIES:

  1. Prepare and submit daily Attendance reports to the Executive Management Team from the Biometric system to monitor Staff Attendance;
  2. Prepare payroll by processing timesheet entry for the staff and ensuring that hours are complied with the Attendance record and leave entitlements every fortnight;
  3. Ensure statutory deductions and staff deductions are processed timely and submit for verification/approval by ACEO Corporate Services;
  4. Prepare payroll cheques and ensure distribution to banks and government agencies on a timely manner;
  5. Update and maintain staff leave records fortnightly in line with the payroll and distribute leave balances to the staff and Executive Management Team on a monthly basis;
  6. Update and maintain the Human Resource Database and assist with reports when required by the Executive Management Team from time to time;
  7. Assist with the coordination and monitoring of the Recruitment and Selection process;
  8. Provide advice and facilitate staff requests on leave entitlements and implement accordingly as in the SQA Terms and Conditions of Employment Policy;
  9. Maintain an efficient and orderly filing system and attend to staff requests on standard forms for approval (overtime requests, leave applications, time-off-in-lieu, confirmation letters, salary changes etc) on a timely manner;
  10. Assist in the facilitation of staff Induction/Orientation programmes for the newly recruits and staff refresher trainings on approved operational policies;
  11. Provide assistance to development employee relations;
  12. Attend to correspondences and other related duties as required by the ACEO Corporate Services.

 

SELECTION CRITERIA:

  1. Minimum qualification of a Bachelor’s Degree in Management, Public Administration or Human Resource or equivalent. Essential
  2. Successfully completed at least three (3) years of relevant work experience. Essential
  3. Demonstrated ability in report writing and communicate effectively both orally and writing in Samoan and English. Essential
  4. Proficiency in Microsoft applications and in payroll data base systems. Essential
  5. Demonstrated good presentation, facilitation, interpersonal and public relation skills. Essential
  6. Demonstrated knowledge and understanding of SQA procedures and Government of Samoa Staff entitlements and working conditions requirements. Highly Desirable
  7. Honest and reliable, and a commitment to work in a team and under varying work-loads and time pressures. Desirable
  8. Has sound knowledge of policies and plans guiding SQA’s work. Desirable
